Opus Bay Batam, a new integrated resort development in Indonesia, will begin opening in phases from December 2026, introducing accommodation, waterfront attractions and leisure facilities approximately 45 minutes by ferry from Singapore. The development will initially welcome guests through its private Marina Bay Ferry Cove terminal and the 493-room Balmoral Tower. Further facilities, including luxury pool villas, a retail promenade and a sports park, will follow in 2027, creating a new destination for leisure and business travellers visiting Batam.

  • Opus Bay Batam will begin phased operations in December 2026 with a private ferry terminal and the 493-room Balmoral Tower.
  • The development will introduce Cluny Resorts, featuring 57 luxury villas, alongside a 10,000-square-metre waterfront retail and dining promenade.
  • A new sports park with padel and pickleball courts will complement the resort’s accommodation, shopping and leisure facilities.

New integrated resort to open 45 minutes from Singapore

Located on the Indonesian island of Batam, Opus Bay is being developed as an integrated destination combining hotels, villas, restaurants, retail outlets and recreational facilities. The project aims to offer visitors a convenient short-break destination within easy reach of Singapore.

One of its main features is Marina Bay Ferry Cove, a private ferry terminal connecting travellers directly with the development. Guests arriving by ferry will be able to reach the hotel in approximately three minutes on foot, reducing the need for additional ground transfers.

The resort will follow a phased opening schedule, beginning in December 2026. Meanwhile, additional hospitality and leisure attractions are expected to become available during 2027.

Balmoral Tower

Balmoral Tower introduces 493 rooms and modern guest facilities

The first accommodation component of the development will be Balmoral Tower, a 35-storey property offering 493 rooms across nine categories. Described by the developer as Batam’s largest hotel, the tower will cater to leisure visitors, families and business travellers.

Accommodation will range from studios to two-bedroom suites, with selected facilities including private balconies, kitchenettes and washer-dryers. In addition, guests will have access to an AI-powered digital concierge designed to assist with everyday requests and information during their stay.

The property’s combination of hotel services and residential-style amenities aims to accommodate both shorter visits and longer stays. Furthermore, its proximity to the ferry terminal will provide convenient access for travellers arriving from Singapore.

Cluny Resorts to feature 57 luxury pool villas

The second accommodation concept, Cluny Resorts, is scheduled to open in 2027, introducing an all-villa retreat within the Opus Bay development.

The resort will offer 57 villas across seven categories, ranging from 169-square-metre one-bedroom residences to a 548-square-metre three-bedroom Grand Villa. Most villas will feature private swimming pools, providing additional privacy for couples, families and groups.

Meanwhile, a dedicated buggy service will connect villa guests with the waterfront promenade and ferry terminal, allowing easy movement throughout the integrated resort.

Cluny Resorts will complement Balmoral Tower by offering a more secluded accommodation experience within the same destination.

Waterfront promenade to introduce dining and shopping

Another major component of Opus Bay Batam is the planned Bay Boulevard Marina Promenade, a 10,000-square-metre waterfront retail and dining destination.

The promenade will feature approximately 80 stores, including concept retail outlets and alfresco dining venues. Visitors will also find a food hall showcasing local dishes and seafood, alongside a supermarket offering groceries and daily essentials.

Designed around the waterfront, the promenade will provide spaces for shopping, dining and evening leisure activities. Its location will also allow guests to enjoy views of the marina and surrounding coastline.

The retail and dining facilities are scheduled to open during the project’s next development phase in 2027.

Sports park adds padel and pickleball facilities

Opus Bay will also introduce a dedicated sports park designed for recreational and competitive activities. The facility will include three padel courts and four pickleball courts, reflecting growing interest in racket sports across the region.

Additional amenities will include lounge seating, benches, showers and a food kiosk. Consequently, the sports park will offer another leisure option for resort guests and visitors.

The facility forms part of the development’s wider approach to combining accommodation with entertainment, wellness and outdoor activities.

Convenient access to Batam’s attractions

Beyond the resort, visitors will have access to several of Batam’s established tourism attractions. Saung Budaya Batam and Puncak Beliung are approximately 10 minutes away, while Batam Hills Golf Resort provides an additional leisure option nearby.

Meanwhile, other golf clubs and the Barelang Bridge can be reached within approximately 25 to 30 minutes. Shopping destinations, including Grand Batam Mall, Batam City Square and K-Square, are around 30 to 35 minutes from the development.

Hang Nadim International Airport is approximately 45 minutes away, providing an alternative arrival point for domestic and international travellers.

Phased opening to continue through 2027

The initial opening of Opus Bay Batam in December 2026 will introduce Marina Bay Ferry Cove and Balmoral Tower. Subsequently, Cluny Resorts, the waterfront retail promenade and the sports park are expected to open during 2027.

By combining accommodation, direct ferry access, shopping, dining and recreational facilities, the development aims to attract visitors seeking short holidays, family breaks and business stays close to Singapore.

Once its first-phase facilities are operational, Opus Bay Batam will add a new integrated hospitality and leisure destination to Indonesia’s Riau Islands tourism offering.
